Looks like a very old 4 wheeler coach, probably a "mess & tool" van for the Signal Engineer's department.

The three stripes denote this is a "shock" van. The body has springs to allow it to move forwards and back if heavy shunting occurs and thus protect it's load.

Teleagraphic code was "SHOCVAN" painted on the side to assist staff as well as the three vertical stripes
