My guess is that this barrage balloon was part of the AIr Raid Precautions for Cardington; the aerodrome and airship sheds. February 1939; best to be prepared!

Being a single balloon, more likely to have been a training exercise for the winch crew. For defence against low flying aircraft a large number would be deployed, hence the name barrage balloon.
