' This bridge has been the 'proposed' site for reconstruction (for strengthening etc) by Waltham Forest Council since, at least 1999. The kerbsides are guarded by some of the dirtiest red/white hazard barriers in London, and some of the bridge finials are missing now, although the commemoration plaque is thankfully still in situ. I wonder if this is a hark back to the argument about the tramways 'gap' between Walthamstow & Tottenham 'who' should fund the refurbishment of the bridge? '
