I am really not convinced that this has been located correctly. There is a staggered cross roads at TQ245586 but this does not feature in this photo. I agree with BiggleH that this is probably traffic for Epsom Races. If the photo is not reversed I shall concentrate on the northwest side of the racecouse. No discernable shadows, so I cannot estimate North/South. There seems to be a Police Officer doing Point Duty at the junction, as I might expect to see (then) in late morning close to a racecourse (out of picture to the right). [It could of course be some other public event.] Having looked at sequential Image References, I think the main road is probably the (now) A217 and the (?) racecourse is therefore Epsom.
