Looks like a 4-SUB electric multiple unit in the ex South East & Chatham Railway station, perhaps waiting to return to London.

The drill hall was built in 1886 as a public hall and was bought by the War Office in 1913 for use as a drill hall, although it was still used by the community for social events.
