I think this is the old Essex County Constabulary Police Station which stood on the site until the 'new' Police Station was built in 1965, now in the Main Road next to the Town Hall. The Town and other parts of Metropolitan Essex were part of the ECC area until the local government reforms of 1965 when Romford and Hournchurch UDC amalgamated to become the 'London Borough of Havering', them coming under the control of the London strategic authority. '
