I think this was a wharf used to serve a private railway to the nearby sugar factory

This would appear (www.railmaponline.com/UKIEMap.php) to be a spur off the network of sidings serving the sugar factory. Presumably it was used to either outload sugar to boats on the river or (less likely) bring in either sugar beet or coal to the factory.

Looks like it could be wagon drops or 'staithes' for transferring coal or some other product from railway wagons to boats.
