This is a road train consisting of three heavy waggons being hauled by a steam traction engine. The tram lines are not strong enough to support railway waggons, and in any case it would be impossible to run the tram system if freight traffic were to be mixed with passenger tramcars. The road train would have to move to the side of the road away from the tramlines to allow the trams to pass. Whatever load is being carried (it could be bales of cotton) would be for delivery to a destination with no rail access. '
